There was a Looney Tunes cartoon on TV for a number of years involving Sam the Sheepdog and Ralph the Wolf. Each day, both would clock in and do their jobs. Ralph would try to steal sheep and Sam would try to stop him from doing so. Both would take breaks for lunch and both would clock out at the end of the day. Strangely enough, Ralph looks suspiciously like Wiley E. Coyote.
This is what's happening in Framingham but Sam the Sheepdog is the police and Ralph are those that get frequently arrested. There is a cost associated with these people in terms of paperwork and general bureaucracy. Two particular individuals are notorious in this endeavor. The All Time Grand Champion has to go to Jose Vasquez who has been arrested at least 133 times. The runner up (with no hope of catching up) is John English stands at over 60 arrests. Both of these individuals are well known to the rank and file police officers (think Sam and Ralph here). Take note that both Sam and Ralph take a break for lunch . |

During the one year period of this report, 1,632 people were
arrested, but only 180 individuals are behind
488 arrests (almost thirty (30%) percent of all arrests).
These are the people were arrested from two to nine times for the
time period of this report. If Framingham has 64,500 residents,
these 180 constitute 180/64,500 or less than three tenths of one
percent of the population.
The information is only about 98% accurate. They were a match if the names and ages matched. Many moved from one address to another, indicating strife in their lives.
